Portfolio of International Transboundary Water Management Projects


1. "The Development of a Framework for Managing Water Resource Quality and Objectives in the Orange-Senqu River Basin" was carried out in support of ORASECOM to develop approaches to water quality management that maintains appropriate sovereignty of the Member States, are consistent with the resource constraints in the Member States, and that recognise the commitment to cooperate and share skills and best practices.

2. '‘Improvement of the Management of Transboundary Water Resources in the Vardar/Axios River Basin" was undertaken with the support of the European Agency for Reconstruction (Europeaid/117878/D/SER/MK). The project provided the responsible authorities in fYR Macedonia with program documents, which will primarily aid the progress of fYR Macedonia towards compliance with the EU Water Framework Directive (2000/60/EC), whilst also simulating improvement of cross-border coordination of shared water resources with counterpart authorities in Greece.

3. Technical Assistance for Water Quality Management of the Arda River" (PHARE BG 2003/005-630.05). The project objectives were to improve cross-border counterpart coordination and to determine the status of the Arda/Ardas river shared between Bulgaria and Greece. As acting Team leader, Dr Reynolds’ role also included the provision of support to the formation of the first Non-Profit Organisation (NPO) created in Bulgaria, which can legally act as a lobby group to the designated Sub-River Basin Council. The NPO was formed by leading municipality representatives from Bulgaria and Greece cross- border region.

4. “Integrated Management of the Waters of Nesos/Mesta River Basin” (EU - Project: Europeaid/119665/D/SV/BG). The results achieved in this project included:
  • A detailed compilation and assessment of the basin characteristics, including basic modelling based on the River Basin overview;
  • A proposal for a common data model and GIS design;
  • Technical capacity building and assessment of the staff of the local River basin Directorate;
  • Identification of specific gaps in data, technical and human resources critical for the further implementation of the requirements of the Directive (2000/60/EC) in the Mesta/Nestos River Basin and identification of main river basin management issues, and,
  • Strategic capacity building, operation and management support to the Joint Coordinating Body of the Mesta/Nestos River Basin, formed under the Operational Programme INTERREG LLLA A – PHARE CBC Greece – Bulgaria 2000-2006.

5. Black Sea Environment Programme. (GEF/UNDP) As Team Leader, responsible for the overall management of all aspects of the GEF/UNDP Black Sea Ecosystem Recovery Project (BSERP Phase 1). Responsibilities included:
  • Overall coordination of the relevant activities of donors, participants in the funding and implementation of the overall Black Sea Environmental Programme;
  • Regular reporting to the Steering committee on project progress; Strengthening of the project institutional network within the Black Sea Riparian Countries, (including ad-hoc technical expert groups, as well as the Advisory Groups and regional Activity Centres of the Black Sea Commission) as well as the participation of NGOs and other stakeholders in project implementation;
  • Elaboration of nutrient management strategies for incorporation of revisions and amendments in laws and policies, and relevant indicators (process and stress reduction indicators) for government approval;
  • Assessing the economic cost and benefits of the actions proposed in regional (and national) nutrient management strategies;
  • Reinforcing the legal background and promoting the implementation of the global Programme of Action for the control of land-based activities in the Black Sea region;
  • Promotion of a legally-binding instrument for regional and responsible fisheries based in the FAO Code of Conduct; Management of the Small Grants Programme;
  • Disseminating project outputs through newsletters, posters, technical reports, public information bulletins;
  • Developing/updating/,maintaining the existing BSEP web site jointly with the Black Sea Permanent Secretariat; Preparing progress reports concerning programme activities;
  • Drafting of addenda to the Black Sea Strategic Action Plan in line with the Outputs of the project;
  • Development of the 2nd Phase of the project for 2006-2008 with full agreement gained from the GEF Council and its members.
